CMS Program not starting after installing Windows/Office Updates on 3/13/2013.

CMS Program not starting after installing Windows/Office Updates on 3/13/2013. 

This issue is affecting many CMS installations. It is due to a Windows Update that was rolled out my Microsoft on 3/13/2013. 

While we are working with Microsoft on a resolution to this, there are two workarounds that we found can be used in the meantime. 
You only need to do one of them. 


  1. OPTION 1: Delete the Microsoft Common Control (MSCOMCTL) component and have repair CMS and the Access.
  2. OPTION 2: Run a System Restore to undo the Windows Updates. (Do this one ONLY on last resort, if the first option didn't work)



It is preferable to use option 1. System Restore is a more drastic measure and is not considered a "healthy" practice if it can be avoided.


We fully understand the urgency in this matter and are working very hard to get this resolved. We appreciate your patience. 

OPTION 1: Delete the MSCOMCTL and repair CMS and Access. 

  1. In the C:\Windows\System32 folder, delete the file MSCOMCTL.ocx. 
    If you're using a 64 bit version of Windows, this file is located in the C:\Windows\SysWOW64 folder. 
    (if you're not sure what "bit" version of windows you are using, right-click Computer and click Properties to see this info) 

  2. Repair Chabad Management System (this will restore the version of MSCOMCTL that CMS needs). 
    Click Start > Control Panel > Programs and Features (Add/Remove Programs in Windows XP). Right-click Chabad Management System and choose Repair. 

    (Note: When repairing Chabad Management System, if you get a message that "The feature you are trying to use is on a network resource that is unavailable." (or similar), this means that you don't have the CMS Install files saved to your computer, or they were moved to a different location. In that case, you'll need to download the CMS Installation file anew from the support website. 
    Click
     http://support.chabadms.com/, Login, then click Downloads (don't download the demo)... When installing it, you'll be prompted to Remove or Repair, choose Repair.) 

  3. Repair Microsoft Access 2010 (this causes Access to work with the newly installed MSCOMCTL file) 
    Click Start > Control Panel > Programs and Features (or Add/Remove Programs in Windows XP), right-click Microsoft Access 2010 and click Change, then click Repair. 

    (Note: You may not have Microsoft Access as a standalone program, but it may be part of Microsoft Office 2010, or you may have Microsoft Access Runtime 2010. In that case, do the Repair for the program that you have (Office or Access Runtime), as needed.) 

  4. Start CMS, using the regular shortcut on your desktop.


Option 2: (only do this if the first option didn't work, as a last resort)


Instructions for System Restore (Windows 7 or Vista) 


  1. Click Start
  2. Right click Computer
  3. Choose Properties
  4. Click Advanced system settings (left side)
  5. Click the System Protection tab.
  6. Click the System Restore button (if this button is not enabled, you won't be able to use this workaround)
  7. In the list of Restore Points, choose the point prior to when the windows update was installed.
  8. Click Next and follow prompts...


(In Windows XP, you'll see a System Restore tab on the Properties window. The exact steps vary but the concept is the same). 


Regardless of which option you do, due to this automatic update to this component, several times in the last few months, we now recommend that you turn off Automatic Updates for Microsoft Products until we get to the bottom of this issue. 
You should leave automatic updates on for Windows so that you get critical patches that protect your Computer. 

To make this change (windows 7 and windows vista), 

  1. Click Start > All Programs > Windows Update.
  2. Click Change Settings
  3. Uncheck the "Give me updates for Microsoft Products...when I get Windows Updates" check box.
